Just noticed this pass through our spam filters ... is it whitelisted
because it forged our ip 207.211.1.10 in the HELO line?

No (unless you have told Declude JunkMail to do so for some reason, which wouldn't be a good idea).

"WHITELIST IP 207.211.1.10" will only whitelist E-mail that comes from 207.211.1.10. It will not whitelist forged E-mail.

I thought the IP tests would only look at the true IP, not the Hello?

Correct.

If this is true, how can I tell why this was whitelisted to redefine a
test?

You can find out why from the Declude JunkMail log file.
