Scott, But if we use COUNTRIES, I can display the list of countries (not just regions?) in my email templates? Are you saying that the routing test uses a different lookup than the COUNTRIES variables? If so, would it make sense to upgrade the routing test so it uses the same information as COUNTRIES?
