I did write a filter and it appears to be working. Why would a filter that looked for a specific file name give me FPs? The file name is unique so it should not have a match in common language.

Unfortunately, Declude Virus is necessary to properly block attachments (since attachment names/extensions can indicate security risks, whereas they are not yet indicative of spam).
You could try writing a filter to do this, but it could have false positives.
