You can type "\IMail\Declude -diag" from a command prompt to find out.

We normally recommend the latest version (either 1.75 (the latest released 
version) or 1.80 (the latest beta)).  But you need to make sure that your 
Service Agreement is up-to-date before you can download the latest version.

Then most likely Declude JunkMail isn't running at all.

The next step would be to send us some diagnostic information from 
Declude.  To do this, you can go to a command prompt and type 
"\IMail\declude -diag > diag.txt" (*exactly* like that, with no 
changes).  This will report some diagnostic information to a file diag.txt, 
which you can send to our support@ address.  We can take a look at it to 
see what the problem may be.
