Declude.exe is not the same as decludeproc.exe

Declude.exe is a much older version ie. Version 2.x. Please read the
readme.txt for instructions.

I noticed the file declude.exe version 4.3.57 is significantly smaller than
the previous version (495KB vs. 1881KB). Tightened up the code?
