I may be completely of track here, but I would think that the CPU1 drive being very busy has more to do with the fact that all the other CPU's (PC's) are reading the data from the database on that PC.
I'm not sure that you could move the tables to memory and still have them easily accessible to the other PCs . Just my 2 pence worth.
