Seems to me that the guide you are referencing could be simplified 
significantly:  Disable UAC, install Delphi, download and install 
WinHelp, done.  (Don't re-enable UAC).

UAC gets in the way of a lot of older tools.  In the event my simplified 
instructions fail, set the Compatibility Mode to Windows XP and select 
"Run As Administrator" on the main link you use to start Delphi 
(right-click on the item in the Start menu, select Properties, and have 
at it).  That should take care of any remaining issues.

Of course, you could just get a copy of VMWare and install XP or 
whatever OS you need on a virtual machine and then install Delphi on that.
