Seems they changed it in Win98 - FlashWindow() seeme to set the taskbar icon
to highlighted or not, with no flashing. It would be more accurate to call
it HighlightWindow() :>
A quote from the platform SDK:
"The FlashWindow function flashes the window only once; for repeated
flashing, the application should create a system timer. "
