The installer doesn't do anything with folder permissions.  The change is
with Windows Vista where even an administrator user account does not have
administrator privileges any longer.  This prevents viruses etc from being
able to install wherever they like.

I just made the file read/write, I hadn't known that Borland (or
InstallShield) sets the permissions to read only without asking.  I didn't
have that problem on XP, so didn't suspect it on Vista.
