That would be an incorrect assumption for many distros; with Fedora,
services are not enabled by default and you must enable denyhosts to
run (either by cron or as a service) before it does anything.

Doing otherwise would mean that someone who merely installs a bunch of
package because they looked interesting (or did the mythical
"Everything" install which so many people want) would end up running
any number of services.
