Thanks, Andrew. I've just added a comment to bug 289 as you recommended:
Pull up the bug.
Click Comment in the left column.
Type in my comment.
Click Add at the bottom of the page.

Perhaps I am adding comments in a non-standard way? This is what I do:
Pull up the bug.
Click Edit in the left column.
Type in my comment.
Leave Visibility set to All Users.
Click Update at the bottom of the screen.
That should still trigger a mail to the list, but choosing 'Comment on
this issue' from the left column is the standard way to add a comment.
Editing an issue is generally used to change the title or attributes
of the issue.
