I wonder if marking it "not for inclusion in ASF projects" might prevent others in the community to continue enhancing the patch. (to be later included in ASF) Would marking it "Grant license to ASF for inclusion in ASF works" with a comment that the patch is not ready for contribution be better, if the contributor chooses to?
