I think this is a good idea... My only concern is that it will slow
down the download of the svn code tree.

jars and then the test can pick up on those to test

I don't recall anyone objecting to this approach. If we check in these
jars, then with a little more jiggery pokery we can run some additional
combinations of the compatibility suite as part of derbyall.
