Hey Bryan,
I introduced VetJigsawTest a while ago, but I only recently wired it into the
regression test hurdle (derby-6945-19-ad-movePublicAPIintoToolsJar.diff). You
are right, the test assumes that it is being run from jar files. My next
checkin will disable this test for environments running from the classpath.
