Attaching derby-6945-30-ab-move-clientmessages-toolsmessages.diff. This patch
moves the client and tools messages into separate package spaces so that Derby
can be booted using a module path.
The package spaces of named modules cannot overlap in any way. That includes
classes as well as resources like message property files.
Tests passed cleanly on this patch.
