Attaching derby-6945-33-ab-moveLocalizations.diff. This patch moves each 
locale's message files into separate, locale-specific directories. This will 
keep the derbyLocale*.jar files from overlapping one another's package spaces 
when those jars are converted into separate modules.

So, for instance, the German localizations now live inside 
derbyLocale_de_DE.jar in the following directories:

org/apache/derby/loc/locale_de_DE
org/apache/derby/loc/tools/locale_de_DE

It is, admittedly, a bit baroque. The module rules and the default bundle 
resolution rules do not play well with Derby's pattern of separating each 
language into its own jar file.

Tests passed cleanly for me with this patch.
