The build tools may depend on some constants which currently live in the engine 
jar.

The policy files are generated as follows:

o Production and testing policy files are generated into the classes directory.

o Template policy files are written into the generated source tree. They are 
referenced by user documentation and are packaged (by the release generation 
targets) into the demo directory of Derby distributions.
