ok i think i'm passed the policy related issues. What's the deal with the 
resource files (locales)? There a bunch of maven poms that reference generated 
jars. This is a locale folder which has some templates in it, but where are the 
actual resources files or the source for them? Are they generated at some 
point? I do see a message.xml file. Which build tool processes this?
