Attaching derby-7010-03-aa-bumpTrunkTo10.16.diff. This patch bumps the release
number on the trunk to 10.16.0.0. It also updates the upgrade machinery to
recognize 10.16 as the new latest release number.
I have successfully run the upgrade tests, upgrading from 10.14.2.0 to
10.16.0.0. It is possible that some further tweaking may be needed.

Add a constant for 10.16.
