I was successful using 10.15.1.3 on two different Windows 10 systems, one with JDK 9 and one with JDK 11. I ran a variety of tests, examined the docs, checked signatures, and successfully accessed and upgraded a long-standing database that I've got access to.
I also (briefly) verified that I can use 10.15.1.3 on a Fedora 27 system without problems.
