FYI Geir Magnusson Jr asked on legal-discuss if the deadline of 9/1 for this
could be extended to account for the fact that it's summer vacation season in
the northern hemisphere.
While I think we want to make progress on this, not having to do it all for
10.2 might be a relief.
And seeing how much work it is (thanks to david for the wiki page), it seems
like a future bug fix release on 10.1 is very unlikely, which is a shame.
