I just downloaded the core plugin from the release page:

http://people.apache.org/~rhillegas/10.2.1.5/

specifically the file;

derby_core_plugin_10.2.1.449431.zip.

The License and Notice file are in the top level directory of the plug-in,
which means they end up in the Eclipse install directory instead of under
the plug-in which they refer to.

Other Apache plugins (and all plug-ins that have a notice or license file) put 
these
files under the plugins/<plugin_name_directory>.

So to be consistent the derby_core_plugin zip file should have the License and 
Notice files moved to the directory plugins/org.apache.derby.core_10.2.1
