I just realized how confusing my comment must have been... :)
I'm not questioning whether it's correct that 'aa' LIKE 'å' is false. What I'm
questioning is whether we can split a string into its separate characters,
possibly splitting a single collation element into multiple different elements,
and then do a comparison of the collation elements on each single character. To
me it feels like we should forget about the collation elements once we have
split the string into characters, since the information about collation
elements got lost in the process of splitting, and just do a simple codepoint
comparison on the character level. Again, I'm sure the standard says I'm
wrong...
