Sorry for the ambiguity in the property description. Replication messages are
written to derby.log. If min > (max/10), derby will set min = max/10. In your
example, min would be set to 500 since the default of max is 5000.
The properties are currently system-wide and static - this will hopefully
change in the next Derby release.
