I think you're right that it's OK with SanityManager.DEBUG. I haven't checked,
but I think it's used in some other tests as well without causing any problems.
And the use of SanityManager.DEBUG doesn't cause any problems in the production
code, even if the SanityManager class doesn't exist in the insane jars.
