Additional to the normal welcome page at https://wiki.documentfoundation.org/Design we collected a number of topics for GSoC'17 at http://pad.documentfoundation.org/p/UX-GSoC_Ideas. It's not an official list because projects require mentors, and not every idea is finalized. But if you are interested in some particular project we would put this task on top of our to-do list and ask developers in case the mentor is missing. To familiarize with the project you may read the Get Involved page https://www.libreoffice.org/community/get-involved/ and in particular the easy hacks https://wiki.documentfoundation.org/Development/EasyHacks.
