I'm not used to such a system either, but there is the idea that nested
tickets build up a dependency where the parent ticket cannot/should not
be closed unless al children are closed, too. Since tickets can get
shown "out of context" via a permalink it is important to know about the
heritage. And since any tickets can be collapsed it would be useful to
see if some sub-tickets hare hidden within.
