I have no idea why it hasn't been used in English, but of course, it doesn't mean that it shouldn't use them. There are a lot of good tools in non-English Wikipedias that aren't used in English. It's the English Wikipedians' loss. The best ones should be properly productized.
They are for Proofread Page I think? (When marking the quality level of a page.)
