In reply to comment 67 (Yann Rouillard): I don't know if I have to file a separate bug for the behaviour I have described. Maybe some other developer can say that. After all, the fact is that system-tools-backend is not able to behave correctly as do the command line utilities in all the situations described for this bug. It seems that no one had problems with "adduser" and "deluser". So my question is: why don't make system-tools-backend act as a simple front-end to that commands? Is there any operation that the command line utilities are not able to do? Or are there other motivations? By the way, I can confirm that the bug is still present after a fresh installation of gutsy.
