Some investigation on this has resulted in realizing that there is no 16x16px
icon for applications-chat-panel and application-email-panel, only 22x22px
icons. For some reason the larger ones are not being loaded and downscaled.
This should be fixed in GTK.
But, there should also be 16x16px versions of these icons for Lucid.
Now a bunch of bug edits.
