This is a design-decision by GNOME / GNOME Software: Everything which doesn't declare a ProjectLicense in it's metainfo file that GS detects as free license is declared non-free automatically. I have no idea where the 3rd-party is coming from though, that's new - there might be something wrong with the provenance detection in GS.
