Some upstream projects do that, some don't...
For stuff coming from packages, we have no way to automatically determine a 
proper license - DEP-5 copyright files are far too verbose, and not everyone 
ships a DEP-5 copyright file, also the generator would need to open a source 
package for it, which would slow down the data generator even further.
So probably this check should test if the package's origin is main or universe 
and assume a free license in that case.
