Thanks. It's very strange that the dimensions of neither image match actual screen resolutions. I guess that's one possible reason why they're not staying full screen -- the window size is not supportable.
Another issue I notice from your screenshots is the unusual panel and icons hanging down. This makes me think you might be using some extensions(?). Please try uninstalling all gnome-shell extensions, reboot and retest.
