I took same machine and updated to resolute.  I used xserver-xorg-core 
2:21.1.22-1ubuntu1.2 on same system.
Testing Xorg is a lot more awkward since GNOME doesn't support it anymore.  So 
I installed SDDM and used that.

I confirmed again that correct policy is now happening (N GPU in D3cold
and APU in D0).

$ ps auxf | grep Xorg

/usr/lib/xorg/Xorg -nolisten tcp -background none -seat seat0 vt1 -auth

D3cold
