I don't think average users perceive the login screen as a separate application. Most people I know tend to think desktop and login are one big solid box and applications are the things that sit in the menus. I think setting the login wallpaper in the Appearance capplet and enabling autologin in the Users/Groups management capplet is the natural place to look for such settings.
