[desktop-discuss] Problem with changing languages

I?ve found that the key on my russian type 7 keyboard named ?Lat/Pyc? 
(MultiKey) on other keyboards is a Compose key.

I tried to use it as Compose-key and it worked. 
But i don?t understand then why AltGraph key changes my keyboard layout?
How can i turn this off? And how can i assing Ctrl+Shift combination to change 
my layouts?
