This seems like a great idea.

However, I'm a little torn about how to implement it.

It almost seems like it should be a Pidgin plugin to take advantage of
Pidgin's account management, IRC support, etc.

Pidgin could provide the IRC functionality.

FireFox the RSS piece.

The notifier for new builds could be done through an RSS feed (makes
the most sense too).

Report a bug could be a native interface that used XML-rpc to feed the
bug into defect.opensolaris.org with easy links to "bugs you've
filed", etc.

Get help now could offer forum and IRC link.

Lots of possibilities here.
