I'm now reviewing VLC 0.8.6f which is the current release. Yes, Canada has their patent/copyright laws as well. The 'illegal' focus is more around COPYING for the distribution and selling of those DVD copies rather than copying for personal use and personal backups. Software licenses circle around 'profit from distribution and sale(s)' - not personal use. You now have streaming media companies providing cable/satellite television programs and 'movies-on-the-web' with kiosks providing each movie DVD rental for $1 USD (or NetFlix for $5 USD/month (unlimited DVDs)). You even have big name movie theaters providing special $1-$4 USD 'blockbuster' movie services at early matinees for their consumers. Things are much different than they were 4-5 years ago...
