The answer is "No", and Blastwave.org does NOT currently distribute binaries
for libdvdcss (or DeCSS) as far as I know. They'd promptly removed any such
library or technology if it was 'accidentally' packaged by a package maintainer.
Disclaimer: Package maintainers are usually not professional lawyers/attorneys
and most of them do NOT fully understand the complexity of the many 'software
licenses' out in the wild. Take the time to inform the package maintainer,
software author(s), or ISP/ISV if you feel a software license agreement or
DCCA/DRM/DCA/{others} was violated.
