I don't think we are saying different things thus far.

But it isn't presently, unless I am missing some improvement.   I feel
like we are trying to turn sysadmins into software packagers, but if
there are some relevant design docs, I'll be willing to revisit.

Right, these are two different aspects.   Since I'm not a software
packager, I don't have a horse in that race (not sure the metaphor
works in all languages).   I do know that a lot of my customers
have lots of infrastructure built around the way jumpstart works
today.
