[desktop-discuss] Gnome desktop ignores ISO8859-1 in build 99

I neglected to mention that I'm using the gdm login manager on this computer, 
not
CDE.  How does gdm determine which locales to display on its languages menu?
It can't be from /etc/X11/gdm/locale.alias, since that files is the same on 
earlier builds,
and does list only UTF-8 locales.  Something changed in build 99.
