No, I don't use any upgradings.
Upgrading OS seems to change your locales.

It's not a GNOME problem. As I explained, your system looses locales or fonts.

Regarding to locale, setlocale (LC_CTYPE, "") should be passed.
Your font paths may be wrong. I noticed there are several font issues in snv_99.
