Really depends one where on the Launch menu you want to add the menu item.
Most of the structure is hard coded in gnome-panel code itself.

If you want to add to one fo the Launch sub menus e.g.  Applications, 
Preferences etc. then you simply create a new .desktop file and place it
in /usr/share/applications, you just need to set the correct Category
in the .desktop file.

You can add items to the main Launch menu it self, at the top of it, by
again adding a new desktop file, and adding "X-Sun-Quick-Start" to the
Category entry, see firefox.desktop as an example.

This will add the item to the top of the Launch menu, and that's the only
real choice...
