VCL.xcu is an internal configuration file of OpenOffice. It's most certainly maintained by OpenOffice.org. However I just learned that it will be obsoleted by fontconfig (/etc/fonts/fonts.conf ...). So depending on the version it might be the wrong place to tune. Herbert?
