It's not just GNU/Linux distributions; I recall it working that way on 
FreeBSD, DragonFly BSD, and others as well.

Right now pressing the 'page up' or 'page down' keys in a terminal just 
results in a '~' which is awful.

Pressing the 'home' and 'end' keys does nothing at all; I'm fairly 
certain most users would expect those to go to the beginning and end of 
the line, respectively.

I agree with the others that the bug you've retitled was probably asking 
for different behaviour.  But it is my sincere hope that changing it to 
be more like the majority of other platforms would be good as part of 
the modernisation efforts spearheaded by David Comay.
