Yes, so to us. You may spend some time on pkg(1) :-)
Please,
$ pkg search -r libucb.so.1
$ pfexec pkg install pkg:/SUNWscp # which is the output of the first 
command.

You may also try to use UI
$ pfexec /usr/bin/packagemanager

Please do not use libucb.so.1 any more, see Rich Teer's mail.
