I think we should move SUNWzz-* to closed/.  You shouldn't need to
build it anyway.  What that spec file does is it repackages the
contents of the SUNW*-l10n packages by locale, creating language
packs (the SUNW*-l10n packages include all locales for a specific
desktop component, while the SUNWl10nmessages* packages include
one locale each covering all desktop components).
