As I known, this is because the implementation difference of low level drivers. 
Many tools or applets are hard to directly port to Solaris. Sometimes drivers 
even the whole framework have to be rewritten. Regarding CPU monitoring, 
recently some guys was porting "Intel SpeedStep" and "AMD PowerNow" to Solaris. 
With them, relevant user tools will be possibly coming later.
