It seems gnome-panel-10-clock-timezone.diff was dropped from the JDS based on GNOME 2.20, on the basis that the feature had been integrated upstream. A quick look at the upstream source [1] shows while the code is there, it's been disabled by being wrapped in #if 0. There's a bit of a mess with timezone capable clocks, there's about 4 different implementations. See [2] and [3] for some background information and progress on merging them all together.
