btw after all experiments i've discovered following
when i have 000 permisions on ~/.gconf folder,
iiim-properties can't write any data to it (every changes it want to made she 
outputs in error message) but these changes applies to system and all works o_O

then i write small script where i changes those options manually

gconftool-2 --set /desktop/gnome/interface/gtk-im-status-style --type string 
none
gconftool-2 --set /desktop/input_methods/enable --type string False
gconftool-2 --set /desktop/input_methods/lang_list --type string False
gconftool-2 --set /desktop/gnome/input_methods/support --type string Disabled
gconftool-2 --set /desktop/gnome/input_methods/status --type string Disabled
gconftool-2 --set /desktop/input_methods/status --type string False
gconftool-2 --set /apps/gimlet/preference/conversion_on_start --type bool False
gconftool-2 --set /apps/gimlet/preference/input_language_policy --type int 0
gconftool-2 --set /desktop/input_methods/lookup --type string False

it changes every setting (i checked with gconf-editor) but those popup windows 
does not disappear =((

another intresting fact is that in gconf-editor  all changes i've made are 
written somewhere O_o
